While previous research on low fertility policies has predominantly focused on the direct causal relationships between various government supports and fertility rates, this study goes beyond simple causality to analyze the productivity of fertility support policies within an input-output framework that considers socio-economic environmental factors. Utilizing a decomposition of the Meta-Malmquist Productivity Index, this research examines the factors driving changes in productivity. The data set, sourced from Statistics Korea, includes statistics for 66 local governments in the Seoul metropolitan area for the years 2010, 2015, and 2020. The findings reveal that the productivity of fertility support policies has generally deteriorated over time, with external factors that shrink the production frontier proving more significant than direct inputs such as cash support. Therefore, to enhance the effectiveness of policies related to low fertility in the metropolitan area, it is crucial not only to allocate adequate funding for cash support and childcare facility expansion but also to expand the production frontier through policies aimed at reducing competitive pressures on youth, strengthening employment and housing support, and reshaping perceptions towards child-free lifestyles.
