Abstract: Mental health status, often measured by suicides or self-reported depression, is another useful proxy to capture the underlying welfare of the society, which has received much attention over the past decade due to the severity of its problem. For example, the WHO documented that 1 in 6 people in the world is afflicted by a mental illness and its global burden is larger than that of cancer. As such, increasingly more researchers and policymakers have considered mental health or subjective well-being (SWB) measures (happiness and life satisfaction) have examined the patterns of mental health and SWB to better understand the welfare of their society. In this lecture, I discuss the measurement (and validity) of mental health and SWB measures and the applications of these measures in the impact evaluation of public policy.
